Abstract: The risk for disaster occurs when the social, physical, environmental and economic vulnerabilities are hit by hazards. The biggest volumes of disasters are mainly a result of events originating naturally. Even in the face of gradual understanding for disaster risk reduction (DRR) and increased disaster response capabilities, disasters continue to be a global problem. It is now globally accepted that plans should be put in place to reduce the risk of a disaster. The plans should be conceptualized and brought into action in spheres such as policies, programmes and should be assisted by international and regional cooperation in disaster management. Pre-managing the disaster risk and its subsequent mitigation is turning out to be a huge international demand. Analysis of recent large scale disasters reveal that affected ggovernments and international relief organizations have struggled in knowledge management (KM) of the situation since there has been an absence of a processed model for implementation of KM framework in disaster management. In order to address the said disparity, this study moves toward development of a conceptual KM implementation framework in DRR. The available KM frame-work and functions identified are evolved into determining and proposing a set of guidelines for subsequent development of a KM framework in DRR.
